Manuel Ventura has ample experience in Administrative and Constitutional Law, having dealt with wide ranging cases related to real estate planning, permitting, government contracts, education, project finance, and telecommunications.

Mr. Ventura has an LL.M. in Law and Government from the American University Washington College of Law in Washington, D.C., and, a Doctorate in Law from Universidad Carlos III de Madrid, in Spain. He is the author of various books and articles dealing with Administrative Law.

Partner specializing in Administrative Law, with emphasis on public works concessions with public services, public-private alliances and administrative contracting. Likewise, he was in charge of the firm’s administrative litigation, advice and strategy in matters of public law and the coordination with public institutions of any administrative contracting project. In addition, it developed the structuring of the maritime-terrestrial zone canon, its challenge and definition of a strategy to reduce it, in relation to several municipalities in the country, in accordance with the Costa Rican Tourism Institute.

Lawyer in the area of ​​telecommunications advice, real estate law, project financing, administrative law and constitutional law; litigation in the contentious-administrative jurisdiction considerably on issues of real estate law, zoning and bank fraud. Analyzed and participated in the determination of the legal consequences of real estate developments, especially in the province of Guanacaste, specifically, in relation to water, access to public beaches and zoning.
