Director Environmental and Energy Law

Fernanda is an attorney specializing in Environmental Law, with extensive experience in public policy and regulatory matters, both in Costa Rica and internationally.

Her practice focuses on providing environmental counsel to real estate and tourism developments, as well as advising on water resource management, waste management and the circular economy, renewable energy, marine and fisheries resources, biodiversity, and climate risk management. She has extensive experience handling matters before Costa Rican environmental authorities, including SETENA, SINAC, the Water Directorate, and the Ministry of Health.

In addition, Fernanda has served as a specialized consultant for various international organizations and projects, including multilateral development banks, NGOs, and international organizations.

Prior to joining TACTIC, she served as Legal Advisor to CINDE’s Tourism Infrastructure Department, Costa Rica’s foreign direct investment promotion agency, where she advised prospective foreign investors. She also worked as a legal consultant for the International Union for Conservation of Nature (IUCN).

Fernanda holds a Master’s Degree in Environmental Law and Policy from Stanford University and a Law Degree from Universidad de Costa Rica. She is also a Visiting Professor at the University for Peace, where she teaches International Environmental Law.
